It may not be a perfect rule, but I hold 3 STFL over deuce only when
there is no penalty card (straight or flush) in the hand. For example in
a hand with 2-89s I would hold 3 STFL open only if there were no suited
flush penalty card or no 5,6,7,10.J,Q straight penalty card. (By the way
I am assuming you are talking about 15/8 LD.)
