HELP SETTLING A DEBATE ON RANDOM NUMBER GENERATORS

A friend of mine has challenged me to find exactly and specifically (as
in page number and paragraph) where it is spelled out what defines a
random number generator use for video poker in the state of Nevada. Any
help in this matter is greatly appreciated.

He has some theories, which I perceive to be convoluted, about the
manufacturers leeway in programming their machines, based on a loose
usage of random, as defined, or perhaps not defined well enough, in the
gaming code. My contention is that they have an edge to start with just
based on the games. They don't need an additional plans to increase
profits. But rather than getting everyone's opinion on this paragraph,
which I am sure I will anyway, what I am really interested in is the
information in paragraph #1 above that will very specifically direct me
to where I can find the gaming definition in the code and shut him up
for good.

14.040 Minimum standards for gaming devices. All gaming devices
submitted for approval:
2. Must use a random selection process to determine the game outcome
of each play of a game. The random selection process must meet 95
percent confidence limits using a standard chi-squared test for
goodness of fit.
(a) Each possible permutation or combination of game elements which
produce winning or losing game outcomes must be available for random
selection at the initiation of each play.
(b) For gaming devices that are representative of live gambling games,
the mathematical probability of a symbol or other element appearing in
a game outcome must be equal to the mathematical probability of that
symbol or element occurring in the live gambling game. For other
gaming devices, the mathematical probability of a symbol appearing in
a position in any game outcome must be constant.
(c) The selection process must not produce detectable patterns of game
elements or detectable dependency upon any previous game outcome, the
amount wagered, or upon the style or method of play.
3. Must display an accurate representation of the game outcome. After
selection of the game outcome, the gaming device must not make a
variable secondary decision which affects the result shown to the player.
4. Must display the rules of play and payoff schedule.
5. Must not automatically alter paytables or any function of the
device based on internal computation of the hold percentage.
6. Must meet the technical standards adopted pursuant to section 14.050.
