What about the opposite of that, recreational players overtrying for the
Royal by holding AT before the meter justifies it, dropping a pair for 2 to a
Royal way before it's the correct play.

This is easily counter-balanced by the faithless player who chooses the 4-
card flush over the 3-card royal (10/7 and other games with high paying
flushes excluded). But this is all irrelevant. A progressive player is looking
for the royal to miss a certain number of games to put it on his number. If
it would have to miss, say, 80,000 games played at 5 coins to get to that
number then the short coiners can lower that number significantly and the
progressive player gets more plays.
