I got this from a Harrah's host:

the offers you receive in the mail. Neither will the other costs like show
tickets, tournaments, dinners, gifts etc. that you get in a mail offer. Any
offer you receive will not decrement your points.
However, charges (like food, shows) that were not included in the mail offer
will come off your Reward Credits, whether you are put in at RFB or charge
things to the room and use RC's yourself to pay for them at the end of your
stay.
It was my experience that at Harrah's LV, under the old system, marketing
offers were not deducted from your trip comp account anyway.... so it sounds the
same in that respect. At Harrah's East Chicago, room offers, were definitely
charged to one's trip comp account.
