Casino Windsor is owned by the Ontario Lottery, and run by Harrahs;
formerly a Caesars property. They have $1 Pick'em, .2 cb on the game,
a liberal comp policy and frequent multiple points offers. Hardly the
worst in North America (my vote there goes to either Aztar property,
in MO or IN, take your pick).
The problem with Detroit VP is that the four major casinos were owned
or managed by the (at the time) Big Four (Windsor was a joint
Harrah's/Caesars deal) and a superstitious Indian tribe. That, and the
small factoid that the VP was really too good when they opened. Being
duly torched, the suits said "never again", but things are loosening
up. The other problem is one I suspect of racism. Since the Detroit
casinos are all in the inner city, and most of the patrons are inner
city residents, there may exist this certain mentality that the since
the business is going to be there anyway, they don't have to offer
them anything as an enticement to come. The mail offers are absolutely
the worst of any major market (although Windsor's are actually ok).
Jack Binion ran an inner-city casino (Horseshoe Hammond) for many
years, had the best mail anywhere and his casinos made more money per
capita than any other-might be a lesson there.
If Don Barden's (Barden Gaming-Fitzgerald's) influence expands in
Detroit (he now owns 1% of Greektown), the VP may get better, at least
the offers might. His properties in IN, CO and MS all had very good VP.
