You can use them consecutively at different properties.

My experience has been that they will let me use free room offers
consecutively, as long as they are not giving me anything in addition to the
free room....like tournaments, gifts, promo chips, free play, etc.

Apparently, you and I were told different stories.

When I booked two free hotel stays at two HET properties consecutively, I
was told that I could not have done so, had there been some kind
of promotion attached to them.
