I'm guessing that this offer was from a partner of Harrahs - such as
an offer to change long distance, etc? Normally, these types of
offers only count toward 'Tier Status' (Platinum/Diamond) at Harrahs,
and do not add any value to your comp account.

There was similar discussion a while back regarding the Reward
Credits earned with the Harrahs Visa and it was determined that these
credits do not generate any comps or CB.

Believe you have it pegged right Mike. Harrahs sent me a letter with a coupon
for 1000 Rewards credits & mentioned that the benefit would be to help me
keep Diamond status. Since I had already reached that status the booth people
just about advised me that I didn't have to gamble any more. I think they
were being apologetic about the changeover (Lake Tahoe) in cashback system
from on-the-spot to mailed bouncebacks that force you to come back.
