I called. they cant do anything for me.

Harrah's New Orleans sold out for New Years already?
It's my guess (and it's only a guess) that NOLA has blocked rooms for those 3 nights for guests who ultimately RSVP in response to a property NYE event offer.
It's possible that at some point they may open up rooms for occupancy by guests outside of the NYE event offer. If so, availability will most likely be determined by some ADT threshold (as opposed to tier). Won't hurt to periodically check back.
