Harrahs LFB/RFB

I recently had offers from Showboat AC and Harrahs AC as "2LFB"
and "1RFB". Took the Showboat "1RFB" offer. At check in, was told
that "1RFB" still means that points are deducted from your account for
food or beverage. Does that make any sense? We did notice that we
didn't get charged the $12 taxes on the room at checkout, though. That
seems to be the only difference between "COMP" and "1RFB".

You've basically nailed the facts, except for one. Reportedly, if
your RC's are exhausted, your charges will still be handled. Some
players are taking advantage of any attractive means by which to keep
their account balance minimal.

Harrah's/Showboat will deduct the $12 in taxes from your comp account.
It takes them about a week to catch up.
