Unprofitable video poker players means "unprofitable for the casino". In other words, they are not making any money off of VP players that play the game correctly and the casino has a very low profit rate, which becomes even less when they send out cash offers to these so called "unprofitable players". At least this is what the "bigwig" must be thinking.
