Harrah’s Philadelphia VP or VLT?

I saw this on the TR site. If I played there I'd be wondering if this is scratch off.

The VLT (Video Lottery Terminal) games typically have a 91% return rate. Washington State as an example has class 2 VLT's with various Video Poker games, and the Indian casinos have an agreement with the state to only run VLT's for Video Poker. Oregon on the other hand has class 3 VLT's but the Indian Casinos have no such agreement with the State to only run State owned VLTs for video poker, but the best you will find there is 8/5 JOB.

I checked your link but didn’t see any reference to VLT Games. Did I miss it on that site?

Machines at Harrahs Philadelphia are not VLT machines. They don’t have anything with good paytables, but they are random VP machines. The best we’ve seen there are 9/5 DDB Triple Play machines (quarter).

I haven't been there in about a month, but they have never had VLT machines
before. Anyone else been there recently?

Unlike Oregon, WA native casinos are the only joints that have machines. WA non-random vp mandate cost the tribes nothing. There's no state tax on their profits; no reporting of casino hold. The kabosh on random VP makes me wonder.

State gaming commission requires a minimum return of 75% but has no data.

OTOH, a huge amount of advertising is by casinos so the TV stations and newspapers are happy.

Most residents are fine the way things are.
Casino parking lots well utilized.
Tribes (with casinos) are prospering.

We fly to Vegas every 3 months and just drive by WA casinos.

These machines simply impoverish people though creating and supporting a gambling addiction. Law makers know that these machines create problems in peoples lives but they are addicted to the money - Yes, it is greed.

The five Indian casinos in Oregon say that the State VLT's is their only competition and the games they offer, while better than the State VLT's, still have poor return rates. 98.4% for JOB and 98.9 for DW44.is he best you will find. The Indian casinos have been struggling to make profit and never really recovered from the recession, so casino greed is in full effect and there is no State gaming commission or oversight, so these Indian casinos can do as they please to modify/alter the games to their liking.

I find that education is the best way to help, to show them how devastating it is to them by playing these State VLT's or in the Indian casinos in the long run.

Just because a machine has the designation of being a VLT does NOT mean that it is not a random deal. It depends upon state regulation.

To my knowledge, VLTs (video poker machines) in Maryland, West Virginia, Pennsylvania and Delaware are a random deal. However, VLTs at the New York racinos are not a random deal which becomes very evident after playing a few hands.
