Without seeing the actual offer, here is my best guess...
I think this is just Harrah's way of saying "double points day", (or
whatever the actual multiple happens to be for the offer in question).
These extra points will be applied as bonus points, and not base
points. In other words, they won't help you achieve diamond or 7*
level any faster than normal. It applies only to points earned on the
day of the offer.
