Sorry, no! The designation Class II ONLY applies to Indian Casinos.
And Class II machines are based on either Bingo or pull-tabs.

NY state racinos are based on Lottery scratch-off tickets. The video
poker is not dealt from a 52-card deck with all cards having an equal
chance of appearing, instead a scratch-off ticket is selected when
you press "deal" and the final hand conforms to the value of that
ticket regardless of what you elect to discard.

The effect is similar to that found on a slot machine where the
paytable gives no information about the game's long-term payout.

One big difference with Class II Bingo-based machines is that there
MUST be at least two people playing at the same time for a Bingo game
to operate. A lone person in a NY racino would find the machines
operating fine, a lone person in a Class II casino would find that
the games were not operational.
