Good Times Pay - Basic Questions

1. Yes and the same square can be assigned for more than 1 hand.
2. The average is indeed 2.0 and the feature is EV neutral.

Perhaps this has been answered here already and I just missed it, but I have a few basic questions regarding the version of video poker known as "Good Times Pay". If you haven't seen this game, it looks like regular triple play VP, except that max bet is 10 coins per line, and with a max bet you get random multipliers from 1x to 7x that are assigned to each line. Different lines can (and usually do) have different multiplier values, and the multipliers appear to be completely random, and not related to the previous hand such as in Ultimate Xs VP. My questions are:

1. Are the multipliers indeed assigned randomly, as they appear to be?

2. Does anyone know if the manufacturer has published the average value of the multipliers? I looked all through the help screens but did not see this information. If the average value is exactly 2x, it would seem that the EV of the game is exactly the same as the base game. If the average multiplier is slightly higher (like 2.05), then the return should be a bit higher than the base game, similar to Super Times Pay.
