Since all documentation of VISA gift cards describe them as debit
cards (and, doesn't the Gold Coast card indicate "Debit" on the
face?), I can only assume that there is a restriction on the card from
use in obtaining cash-equivalent instruments (such as a money order).
If it did function akin to a credit card, you could try to "launder"
the card via an off shore funding entity like NETeller (who does
accept credit cards for deposit and presumably will process a cash
withdrawal -- if not, then employ an additional step of funding an
internet gambling acount using a vehicle as NETeller where accepted,
e.g. Cryptologic casinos, then later cashing it out). For that
matter, deposit with a debit card might very well work in this case
(provided it features the standard expiration date and 3 digit
security CVN on the back.
However, your post beg the question of whether it isn't the case that
you could simply use it in lieu of standard credit card purchases that
you make each month and then pay of within an abbreviated period of
time ... thus realizing the card's value as a cash-equivalent.
