Not a dumb question at all! [I asked a host a couple years ago when I first attended.] The answer is No.

You know by now that you do not have to be a guest. (This is also true for the MGM-Mirage Holiday Gift Shoppe). Therefore, a good strategy is to stay elsewhere and take advantage of any worthwhile promotion (i.e. slot tournament, etc.) at a non-Harrahs property. Then, you simply devote part of a day doing your GGWU shopping. You are guaranteed to be at least a Harrahs winner on your trip, as you'll get your gifts with no monetary risk of loss.
And to the best of my knowledge simply ordering gifts at these events won't "trip" you.
