Maybe they mean lotteries? Those were legal in New Hampshire and in New York since the
60's and 70s respectively.

California has had legal poker for a lot longer than 25 years. When I moved to Gardena in 1962, the card clubs were the heart of the town. As I recall, you could spend casino chips in some of the stores (I think that's before the feds got all huffy about casinos coining money).
