My guess is the 1099 means it’s probably coming out of their general promotional budget. At the casino, that’s probably good for the player, the casino is much more likely to penalize players for W2G wins than for 1099 gifts. From a tax basis, the player prefers to get W2G’s, 1099’s can be a problem. You may have to establish that it’s not really a free gift if you actually had to gamble to qualify.
When I was at the Westgate in early June, I found some changes from previous video poker schedules. The Bonus Poker schedules had been changed on a number of machines. Previously, the Bonus Poker progressives at the International Bar and the Sportsbook Bar had been 8/5. They had been reduced to 7/5. Also, the Bonus Poker schedules on the multi-denomination machines along the outside wall of the “fan cave” in the Sportsbook area have been reduced to 7/5 from 8/5. The 6 machines in a circle directly in front of the buffet, the $.25 machines further out from the buffet and the $1 machines back-to-back with the $.25 machines still had 8/5 Bonus Poker. I, at least, had the opportunity to voice my negative comments on this in an “ipad survey” when I was there and in a communication to my host.
I concur and the Pos play deuces games have all been pulled.
I never had any luck with those machines anyway.

If you are speaking of the 25c 15/8 Loose Deuces, not true. There are still several machines in back corner of Sportsbook. Only circular bank by buffet entrance replaced by table games.
