The .25 versions on all three banks is now 7/5 which drops
the return percentage considerably. Also this causes the .25 and .50
games to deal with 2 separate decks of cards dealt instead of the
same deck being used and just changing the denominations.

The "2 separate decks" comment probably refers to the way
that completed hands can be viewed on some MD machines.
A completed hand can be seen on other denominations on a
machine if it's the same game with the same paytable. However,
you'll see a different final hand on games that have different
paytables.
So, before the downgrade, a completed hand @ 50c could
also be seen on the 25c screen and vice versa. Now the
hands are different.
In any event, every hand is still dealt from a new, separate,
random deck.
