This is a term I picked up while working in the Virginia area years ago. Foreign dictators, aka "Dick-'Taters" whom we liked to ridicule were referred to as "Richard Potatoes" in formal meetings when we felt they were not the effective leaders they themselves believed they were. My feelings about casino promotions as related to true savvy players run along those same lines.
