$Fullpay:Why put in?

Are all $ fullpay machine put in by the casino as an accident
installing machines or paytables and accidentally leave the
higher denomination at fullpay(with the Wynn being an exception) or are there
other reasons?

The machines at ACW had their points set very low at $6.50/point which
would make one think it was not an accident. Will we ever know?

fraction of coin in that I could tell, as every other casino that I
know of does. In one stretch, I played 1000 hands and got 783 points,
which isn't exactly 1 point per $6.5 played. Other machines there are
set at different rates but also not at a simple fraction of coin in.
