I suspect it is fruitless to be repetitious, but here goes anyway:
The long term payback of a video poker machine is determined by the psytable. Selection, by the casino, of a paytable provides the certainty (within reasonable statistical limitations) they are looking for. That is all they have to do. They do not have to illegally manipulate individual hand results.
If the newer machines have the same paytable, they have the same theoretical payback.
