Frugal's JoB strategy different than Wizard of Odds strategy?

In non-wild card games you cannot get both a 4RF and a FH on the same dealt
hand so it does not matter which is shown higher on a strategy chart.
If you use VPSM you will find the 4RF higher because of the higher ER.
Strategy charts should sometimes combine similar hands to save space.
Ex: in 9/6 Jacks Frugal shows two pair below the 4SF. In fact if the 4SF is
open, it has a greater ER than two pair but since you cannot get two pair
and a 4SF out of the same five dealt cards, it makes sense to show all 4SF
either directly above or directly below two pair.
If you use VPSM to run strategy charts for many non-wild card games you
will find many lines for 3RF with various penalty card combos versus 4FL
and high pairs.
Depending on the game, many lines can be combined to make the chart much
shorter.

I finally got my Frugal poker program. (1 day b4 i'm going to
Vegas..LOL)

In Frugal's 9/6 JoB strategy, it prefers a 4 to a Royal over a Full
house.

But in Wizard of Odds page, it picks Full house over 4 to a RF.

Which should i use?
