I found a couple of Wi-Fi lists indicating that Krispy Creme in Fitzgerald's Casino on Fremont St has free Wi-Fi.

Downtown, Main Street Station has a group of tables (with electricity) near the slot booth. They call it the Internet Cafe, but there's no food or drink available, not even coffee. No password, just plug in and surf. At the other end is the city's coolest coffee shop, The Beat, at the corner of Fremont & 6th (across the street from the El Cortez). Ask for the password.
Boulder Highway is frustrating, I haven't found a signal. There's a Starbucks or two not too far away, and there's a public library on Tropicana near Boulder.
