I visited the Laughlin library yesterday and learned that the VISTA
wifi operation issues have been worked out. The library wifi system
should now work with Windows Vista/XP/2000 (and Mac OSX/OS9/OS8). I
don't have Vista (or Mac) so I couldn't personally verify the veracity
of this claim.
The library has a handout of connection procedure "tips" for all of
these systems, but don't expect much "hands-on" assistance from the
library staff - liability issues!
My understanding is that the main issue was that Vista default
security settings were (are?) not compatible with library system
security settings.

The American Legion has free WIFI that works for VISTA (and I presume
XP). About halfway up the hill on Bruce Bradbury Drive.
Also as previously noted free WIFI at Regency casino worked with VISTA
(and I presume XP).
