Seneca Niagara in Niagara Falls, NY doesn't charge for alcohol when playing.
Turning Stone in Verona, NY does. In fact, Turning Stone just got alcohol in their Casino & they've been open for 17 years & been dry all these years!!!
Different tribes & different compacts with the state.
