VPSM is wrong in this case. The program is not perfect in its strategy
generation, though it is probably close enough for most players.
Penalties cannot make a Q-hi RF2 worse than a redraw at FPDW. They do decide
if an inside straight draw is better, which is usually the case.

Thanks, but by ignoring I meant the software programs say to hold the
Q & T hearts even with the 6 of hearts and the Jack of diamonds in the
hand. VPSM says to hold the Q T only with 0 penalties. This
difference is what confusing me. What is the best hold with this
hand? I was guessing that the softward programs ignored the flush and
straight penalties and VPSM advance strategy program says those cards
are penalties, thus you should redraw.
