The correct hold is Queen and Ten of Hearts, in spite of the two penalties--second best, of 32 possibilities, is hold nothing. Penalties are not equal--it depends on several factors. (Number of coins returned for winning combination, condition of the remaining deck and so on.) For example, the Queen and Ten of Hearts in the example is an even stronger hold when you have Queen and Ten of Hearts, 7of hearts, 8 of clubs and a 3 of spades. Note that you still have two penalties, 7of hearts (flush penalty) and 8 of clubs (straight penalty), but the condition of the remaining deck is weaker for backing into a straight when you select second best--that's hold nothing--making the Queen and Ten of Hearts a slightly stronger play.

I incorporated all of these things into writing my strategy cards, free with my book "The Video Poker Edge". That's why it took me so many years to write and revise my own strategy cards. I had to make them accurate and reduce the number of vertical lines--players don't need to know all these things to use my cards.
