programs that I have (Frugal and WinPoker), do not add the 0 penalty
feature when either playing or creating a hand. What is the correct
hold with this hand (Queen and Ten Hearts, 6 hearts, J diamonds and a
3 of spades)?
Both software programs seem to ignore the heart flush penalty and the
Jack straight penalty. Are not these penaltiy cards in this hand?
What am I missing?

VPSM is not mathematically perfect on purpose. If you saw every possible
hold you'd need a strategy sheet ten miles long.
