FPDW Question

VPSM (Advance Strategy) shows the last hand before a redraw (with no
deuces) is a QT suited and QJ suited and O Penalties. Both software
programs that I have (Frugal and WinPoker), do not add the 0 penalty
feature when either playing or creating a hand. What is the correct
hold with this hand (Queen and Ten Hearts, 6 hearts, J diamonds and a
3 of spades)?

Both software programs seem to ignore the heart flush penalty and the
Jack straight penalty. Are not these penaltiy cards in this hand?
What am I missing?

     1.6926 QJs, QTs, 2 Pen
     1.6463 QJs, QTs, 3 Pen
     1.6392 KQs, KJs, KTs, 0 Pen
     1.6115 Redraw

Are you sure you entered the right paytable?
