in many Vegas Strip casinos as well.
What do you do if you come from a far distance and can't get on one of
the few machines that has a decent paytable? I stood around Caesars
high limit one time for a half hour and gave up. That's surely not the
way I or anyone else wants to spend their limited time in Vegas.
Are casinos manipulating supply to force us to play more "available"
machines which are more profitable for them?

Yes.
Correct counter, at least in Las Vegas, is to visit a "locals" casino.
One of the more-desirable locations would be Sams Town--at Boulder and
Flamingo. It has two adjacently-located banks which are invariably
positive, and several others which are frequently positive due to
progressives.
Basically the same applies to the Palms and Fiesta Rancho; both have
large-enough banks, of positive machines, that any wait figures to be
quite short.

I think the answer is yes. Elasticity of demand. Most VP players
(easily 80%) are going to play regardless of the paytable. I see it
here in Las Vegas almost every day. Besides that, there are many more
people playing slots rather than VP. And this is just locally; I can't
imagine the numbers on the strip.
