I'm guessing your source was referring to the mystery bounceback cash, as
there is no cashback on the Total Rewards card. Harrah's bounceback is an
unpublished formula but seems to be a small percent of theoretical rather
than of coin in. The 0.1% of coin in figure is the right ballpark but I
don't think it's exact.

To add, the threshold has been earn 4500 Reward Credits (not Base) in one
casino-month to generate a Long Term Bounce Back a month down the road. These
LTBB vouchers were good for a year and could be cashed at any southern Nevada
HET cage.

Personally, I think "cashback" is defined by banked points that accrue and
can be redeemed at published rates. Harrahs-Laughlin also sends out "Cash for
Gas" offers for various amounts. These offers usually are short notice/limited
periods during slow times. You had to book the room. In 2005, they added
about .5% of coin-in, if fully utulized. I don't know if any other HET store
practices this form of marketing.
