I believe that it was at the Rio and it was human error. The people running
the Keno game mistakenly shut down the computer each night and when they
restarted each morning, for the first game, the same numbers came up as the
day before. Someone noticed and figured out that it was advantageous to know
in advance which twenty numbers were going to be drawn.
