Yes - thanks for mentioning it. I did file and got about half the
witholding back.
I found it to be a most frustrating process but persevered over a
period of 18 months and finally got some money back.
What I would really like to see is some example forms showing exactly
how you're supposed to fill them out.

I hope you realize that you can recover that 30% by filing a US income
tax return (assuming you can claim, for the tax year, a net US gambling
loss equal to or larger than the jackpot).
