Eldorado, Silver Legacy, and Circus Circus are all connected, so you can move from one to the other without going outside. All have quarter jacks or better. Circus Circus has $.25 jacks or better progressives with a free six-pack of beer (7 oz) or soda for a 4 of a kind. Silver Legacy and Eldorado have some better paying $.25 games available. If your budget is geared more towards nickels, Silver Legacy had some 50 play and 100 play machines that had jacks or better. You could play these one line at a time for $.25 a shot.
