Dueces Wild Strategy Play

I personally think the VPSM strategy charts are easier to read but that is
an opinion.
On the Frugal FPDW chart (under no deuces), #16 represents all no deuce
three card straight flushes with one inside (first line) or no inside
(second line). It is combined because there is no other hand between them
in value at FPDW.
#18 represents all possible double inside three straight flushes. It is
below the J10 two card royal (#17) saying that with 5s, 7s, 9s, Th, Jh the
correct play is Jh, 10h.
                                                                            
                               It might be easier to count "ways open" by
the number of cards other than wild cards (deuces) that help.
ex: 5s, 6s, 7s has four cards other than deuces that help so this is an
open 3SF (#16 second line)
      4s, 5s, 6s has only three cards other than deuces that help so like
your 4s, 6s, 7s this is considered an inside 3SF (#16 first line even
though this has a lower EV). 3s, 4s, 5s is in the same group because the
As, 6s and 7s are three helpers.
      3s, 4s, 6s (#18 first line) has only two cards other than deuces that
help so it is the same as 4s, 6s, 8s (#18 second line). The reason this
says 3 thru K is that an ace high 3 card inside straight flush would really
be a 3 card royal. ex. 10s, Ks, As.
      As, 3s, 4s or As, 3s, 5s or As, 4s, 5s would have only one help card
and is not played at FPDW. I only mention this as it is played at NSUD.
     The "ways open" idea applies to ALL SF draws at all games (wild cards
or not) but the total number of ways open possible varies.
Note: The hand you asked about contains a pair (of fours) which is #13 on
the chart.

I am using FPDW Strategy Printout in conjunction with playing FPDW
on Frugal VP. I was dealt 4H-9C and 4-6-7Spades. Looking at the
hand on the stratgey chart it is rated at either #16 or #18. I am a
bit confused by the rankings and know only one applies but I cannot
figure out which one is correct. Also, what does (3-K:Dbl Ins)
stand for? As you can tell, I am new at this.....Thanks
