I'm looking at the whole disappearance of $1 and lower full-pays a
little differently.
Most casinos, even center strip, still offer an ample supply of full
pay but at the $5 denom and higher. So, in effect, they are "raising
the stakes" - i.e. "if you guys (and gals) know video poker so well,
come properly funded and take your chances at the $5 and higher level".
All others, ie. Joe Schmo tourist from Des Moines, play $1 or less
denoms that pay back 97% or less commonly and usually lose.
I see the trap already. People underestimate the bankroll needed to
play at the $5 level. So, they play fewer than max coins (you lose
$18750 saving $20 on the bet if you play one in and that rare royal
comes up). Or, they run out of money.
Come to think of it - I did that a lot at the dollar level anyway.
