You will have to call each jurisdiction-- typically, there is a different regulatory body for racinos and commercial casinos within the same state. Racinos are regulated through the state lottery office and commercial casinos through the state gaming division. Clearly, I was told not to assume the randomization was the same as in Nevada--they do, however, follow the guidelines for their state.
