does Diamond status at Rio expire?

I am wondering whether the Diamond card at Rio will expire if I don't
play at rio for more than a year (or less than 10000 base credits a
year)?

You should have an expiration date on your card. And yes, it will expire if you don't earn 10,000
base credits before that date during the same calendar year.
