SDG (Sierra Design) is a manufacturer of Class II type gaming
equipment. This class of equipment is used in those games where
"true" gaming isn't permitted. The concept is that if current
regulations permit Bingo halls, then the use of machines that simulate
participation in Bingo games is permissable gaming. I'd love to know
what state miscreant came up with that interpretation.

At any rate, so long as the result is centrally determined, a machine
that walks like a duck and quacks like a duck actually is a video
lottery terminal (VLT). The key difference is that the centrally
determined result need not reflect the odds that you would otherwise
associate with a card game. It's not fully random, is targeted to a
casino selected return independent of the game structure, and the
player result is actually predetermined in advance of the play
(consider it like being handed a bingo card to play after all the
numbers have been drawn and one or more cards identified as winners
... pull tabs are permitted on the same basis).

The thing to keep in mind is that it would appear that skill is not a
component of Class II vp at all. I have limited familiarity, but the
WA State games I've observed have a "match card" bonus. If you break
up a hand that would defeat a predetermined win, the match card will
be set so that you still achieve the win. Bottom line, a monkey is
likely to fare as well as you with all your deliberative faculties.

An interesting fact that surfaced in web browsing on this subject and
a private email exchange: In class II gaming jurisdictions not only
is legitimate vp not permitted, but traditional slot machines aren't
as well. Once again, the result must be centrally determined
(typically pre-determined), and not at the whim of an RNG isolated
within the slot machine.

All the same, you can still find Double Diamond and Jackpot Party
slots on a Class II gaming floor. However, the internals of these
machines have been redesigned to interface with a VLT system. The
very same determining system drives these slots as does any other game
of the floor, including vp terminals.

Next time you walk into a Class II reservation casino with a real itch
to play, feel free to kick back in front of the slot machines you've
been dying to play but were too smart to play elsewhere. You won't be
impairing your odds one bit.

Double Diamond is an IGT machine. So, you're saying these machines
which come out of the box as Class III machines (random) can be
modified to be Class II machines (fixed)? If so, presumably IGT MG/MD
video poker machines could be likewise modified. Class II machines
are specifically prohibited from the states with regulated gambling,
notably Nevada, New Jersey, Mississippi. But Class II machines are
allowed in Indian Gaming. Anyone spot any Class II machines in use in
California Indian Casinos yet?

"IGT, which is already showing Class II machines at trade shows,
expects to transform about 40 of its slot machines into Class II
versions by mid-2004, UBS Warburg gaming analyst Robin Farley wrote
in a research note. The company anticipates testing these games in
Oklahoma and California by mid-April, she said. Potential markets
also include Washington, Florida and Alabama, she said.

The National Indian Gaming Commission, the federal agency that
regulates tribal casinos, is developing a national technical standard
for Class II games that is expected sometime this year. The
commission was forging ahead on a standard without waiting for any
court decision on the matter.

Other states that offer both kinds of machines are expected to see an
increase in Class II devices in tribal casinos, they say.

"In certain states like California, where the number of Class III
devices are limited (by state compacts), we would anticipate casino
expansion with Class II devices," Merrill Lynch casino analyst David
Anders wrote in a research note."

I think everything others have said about VP in Washington is true,
because I've actually visited several casinos there. Specifically, I
would avoid playing VP at the Seattle area casinos, including the
Clearwater casino near Bainbridge Island. I would avoid playing at
the Indian casino near Fairchild AFB (forget the name) outside
Spokane. I don't recall seeing VP at the Three Rivers Casino near
Davenport (north of Spokane).

But (based on visits during 2001 and 2002), I think there is (or
was then) some OK video poker at the Indian casino outside Chewelah
(north of Spokane). There are actually two casinos there ... one
close to the highway and another behind it. Go to the latter. Most
of their machines were trucked in illegally BEFORE Indian gaming was
even allowed ... and it operated a long time while the courts decided
what to do about it. You must feed 5 quarters manually to play ...
same as all the slots which are standard LV gear (unless they've been
replaced). I believe this was the first Indian casino in Washington.

Unless they've been replaced, those were
standard VP machines ... I'm almost certain. There was a 9/6
progressive that went positive many many times during our visits
there (though I never got the RF). That bank played exactly as you
would expect from 9/6, and had a good feed rate too. I will be
returning there this summer, so I'll report what I find.

Incidentally, don't look for VP in Idaho. It ain't there! Evidently
both VP and Keno are outlawed in Idaho, as are all table games.
However, they "fudge" the rules for Keno by calling the game "Bingo",
but the machines are identical to those in some LV casinos.
