I can't speak for other states, but I think the only time it nearly
happened in California was when Governor Wilson threatened to send
authorities in and remove slot machines from casinos. At the time, they
were illegal, but no actual physical attempt to remove them was ever made.
Then Wilson lost to Davis (who may be removed from office on Oct 7 and
replaced by a new Governator) and voters passed Prop 1A that not only made
slots legal, but gave the Indian casinos the right to play almost
everything except roulette and craps. And some casinos are playing real
craps using cards to skirt the dice ban, although they use dice-like cubes
to determine how deep into the deck they will go.

I guess a lot has changed since then... (San Diego county)
Harrahs Rincon and Pala already have roulette and craps.
Valley View has a craps table right by the main entrance and most
likely will be in operation pretty soon.
