Here's an article in The Day describing the settlement between CT and the casinos regarding free play. It's not good. CT considers the free play as taxable wagers, taxable casino winnings, subject to the 25% CT taxes on the casino's net slot win. Foxwoods and Mohegan agreed to pay $25 million to settle, and accept a provision that any free play exceeding 5.5% of monthly slot revenue is taxable by the State from the casino at a 25% rate.
To quote from the article:
"The settlement also, in effect, limits the free slot play promotions that the casinos could give out, unless they are willing to pay more to the state."
I haven't seen any free play offers beyond August 31. Probably won't get much, if any.
