i'm not always a reliable witness since i don't have much patience, but i
believe that in hob any machine with .25 vp is now short-pay at any denom.
only the machines that are $1-$5 are still full pay. (thus, only 6 of the 8 on
the carousel are full pay). perhaps someone can confirm.
