When taking a short break, asking slot personnel to watch a
machine is the preferred method and the only one sanctioned by
casinos evidently. But when 6 exact same machines are open, what
would possess someone to move 3 cups (one on coin slot, one in the
middle of the machine, and one on the chair) when the machine was
left for a maximum of 3 minutes? Has anyone experienced this?

My best guess is that the somebody was unaware of the unwritten rules of Casino Etiquette, or a miserable SOB that didn't care about said rules.
It has never happened to me.

I have caught this person quite a few times. 9/10 times the person moving
the cups works for the casino !

It has been my experience that lots of people just think somebody
left the cups there and are ok to take.
If you prop your chair up against the machine the floor people will
set them back down, because they present a hazard.
So what has worked very well for me is to take the chair and turn
it around, leave the slot card in the machine and clamp the clip on
the end of the card string to the top of the chair. Never lost a
machine yet. Of course I cash out before leaving the machine.
