There is no way to know. I don't believe there is any jurisdiction that regulates the games to ensure that VP is based in a deck of cards.

The only reason I think they are legit is because if they weren't, I don't think that the pay tables would suck so bad.

What boat did you go on ? We're taking our Mohegan cruise next month on the Spirit..
