This is true. A few years ago there was a bank of 9/6 JOB quarter machines with a run away progressive--fastest meter I ever saw. My friend won $7,800--I only played when it was over $2,500. Won many large Royal Progressives. Somebody, another player, informed management. Now there's an unplayable 8/5 with a snail-paced progressive meter.
You'd think that the handle on the bank would cause the demise, but that's not what happened. I was actually told that they hadn't noticed until a player pointed it out.
