What do the states of New York, Rhode Island, Florida, the District of
Colimbia and most of Canada have in common?

Buzzzzz!

You can't play the on-line sweepstakes offered by the Colorado Belle. So why
can people in 47 states and one province play the game and but others can't?

1. NO PURCHASE NECESSARY: Except where prohibited by law, the sweepstakes is
open to legal residents of the fifty (50) United States, (except New York,
Rhode Island and Florida), District of Columbia and Canada (except Quebec
Province) who are 21 years of age or older at time of entry and as of September 15,
2005 had a valid email address. All federal, state, provincial and local laws
and regulations apply. No written notices have been distributed, and the only
official notice of the sweepstakes is on this website.

Florida, New York, and Rhode Island." Why is that? Those states have
specific laws relating to contests and sweepstakes which require that
a contest promoter file a registration and post a bond or set up a
trust account if the total value of prizes exceeds a certain amount of
money."

"Florida and New York require a promoter to register and post a bond
if the prize pool is valued at $5,000 or more. Rhode Island requires
registration if the prize pool is over $500."

Canada (except Quebec) ARE eligible?
