Not exactly... (BTW, I think the original question is a bit misleading)
I think it goes something like this in CT....
1) If you have ID (what exactly constitutes ID is unclear) and give your SS# (and therefore
are an american, more or less) you get to decide how much tax (Fed, state) you would like
to have withheld. In theory, if know you are subject to withholding, you need to withhold.
Otherwise, well, its up to you. They have to follow your orders...
2) If you don't have ID you have two choices: they will take out taxes from your jackpot
and pay you the remainder, or they will give you a receipt and you can come back with it
(and ID, and SS#, etc) and try to collect your jackpot then
3) If you have ID, but do not have a SS # (resident alien, traveler from overseas, whatever),
they will pay you, but they will also take out taxes...
BTW, by "have a SS #" or "give your SS #" I don't mean that you actually have to have card
to show them or really even have the number. My expereince has been that all you have to
do is tell them a number (and then later reaffirm that it is indeed your #). But, I don't
know what the "law" really is. Granted, it is a crime if you give false information here (like a
false SS #)-- but its happened. I've also seen folks with valid US ID who didn't know their
SS # get nailed for full taxes.
