I've been reading that the RNG on New York state VP machines are set by the state and aren't
totally random.
Is this the case for Indian Casino's as well (thinking Seneca gaming).

For the thousandth time --
Machines in NY racinos are based on lottery scratch-off tickets, not cards selected with equal probability. The final result is set when you hit the deal button. Everything else is for "fun".
This is NOT the case for Indian casinos in NY. Class III Indian casinos have machines that work exactly like Nevada machines. This is also true in Ontario and across Canada. Although I may be wrong, I have never heard of a Canadian casino with anything other than Nevada-style machines.
