Yes it can! Anytime the wheel stops on 0 or double zero both bets lose. (Unlike the don't bet at craps where a come out of 12 is a push.) 2/38 = 1/19 = .0526. (At craps the 12 comes out 1/36 of the time and only costs you 1/2 of you total bet. 1/36*1/2 = 1/72 = .0139.) The 1.404% edge shown below for the "don't" bet at craps assumes that after a come out roll of 12 that the bet remains on the table for the next play. VP and BJ players would not see it that way and show an edge of 1.36%
